What is the FiLM office?

The FiLM office exists solely to enable and manage location shooting. We are committed to the belief that the best way to enable filming is to ensure it does not place unreasonable demands on the locale in which it happens. Key to this is adequate prep time, proper planning and effective consultation.

The FiLM office receives no funding from the boroughs it serves: all costs are met out of the revenue it generates (with the surplus going to the Local Authority). It also saves its client boroughs significant time and cost by handling everything relating to filming that would otherwise fall to council officers.

We follow an honest broker approach providing an effective advocacy for resident's concerns about filming and balance these against what Productions need to achieve their goals. We believe that so long as everyone behaves reasonably - not only the truth is out there but a workable compromise.

Our Aims and Objectives

The FiLM office was set up to

  • provide a 24-hour, 7-days-a- week on-call service.

  • enable filming in London by ensuring that it causes minimum disruption to local businesses and residents.

  • provide a location finding and securing service.

  • generate income from the use of filming locations.

  • manage filming in any Local Authority represented by the FiLM office to minimise potential nuisance to local residents, business and visitors to the Borough.

  • promote the services of local business which may benefit from filming in the Borough.

  • act as the interface between film makers, the Local Authority and the local community.

  • provide information on potential filming locations.

  • give guidance on and provide enforcement of the legal, public health and safety and other requirements for filming.

  • liaise with Council Departments, the emergency services, local residents, business and other affected parties.

  • help gain access to filming locations, directly or otherwise.

  • provide information on charging for filming activities.

  • establish standard contracts for film location work, including indemnity cover and provisions for the removal and relocation of street furniture and the erection of temporary structures.

  • provide information on local support services.

The FiLM office also

  • provides guidance and support to Council Departments on dealing with and earning income from filming activities.

  • ensures film makers are adequately insured against any liability which may arise as a result of their activities.

  • provides briefings for relevant council officers when filming is taking place.

  • encourages the use of Council-owned premises as film production bases.

  • encourages positive media attention offilming

  • promotes the service and facilities of local businesses and residents which may benefit from filming in the borough.

  • consults them on the filming activities, where appropriate both before and after filming has occurred.
